How do you handle a bladder that hangs out?

My mom is 85 and her bladder is half way out of her body and it sticks to things.........like her underpads, blankets, towels, anything really and its very hard on her to move. She cant wear a diaper and she dont want to go to the bathroom cause she says it hurts to use a toilet. I dunno what to do to help her any ideals I'd appreciate.
