My father, who turns 100 next week, has recently developed problems with incontinence. He is very reluctant to use incontinence products.

He tried to use briefs, but says he is not able to reach down far enough to get his foot in. He wears boxers, so shields are not on option. Any suggestions?

If he can get his feet into his boxers and pants he should be able to get into pull ups just as easily, I think he is inventing excuses. Give him some options
1 - tighty whities and a sheild
2 - pull up style incontinence underwaer
3 - help getting dressed in the morning
He may also find that using the toilet on a schedule (even if he thinks he doesn't have to go) may cut down on accidents.
Emphasize that walking around wet and/or soiling the furniture is NOT an option.
