What are the reasons that he is eligible for the VA home? Is he the one with dementia (in your profile you state someone has dementia but do not indicate who) If he has dementia then it really can not be his decision. You can get his doctor to recommend placing him. If he is not the one with dementia and he is just refusing to go since you are caring for others can you ask him if he would go so you can get some respite? Once there he either may decide it is not so bad or you can "extend" his stay...
Waiting for 7 months for them to have a space for him or for him to agree? What are his issues that make it time for him to go to the VA home? How old is he?
If he is competent, getting him to agree could be a challenge. If not, whoever has POA might be able to admit him, but double check on that.
If he can not care for himself and the current caregivers refuse to continue, then he NEEDS to be somewhere safe.
