No, your income does not factor in. But there are limits concerning her income. Not sure how claiming her as an independent would work. Contact your Social Service County Dept and make an appointment with a caseworker. Your Mom does have Medicare?

Are you asking about mom qualifying for medicaid? Qualification only depends on mom's assets and resources AND if she has gifted any assets in the past five years. If gifts, she will be subject to penalty, dollar for dollar, until she receives coverage.
