Once a veteran has passed, can the ex spouse draw DIC or other benefits? The ex spouse remarried but divorced again.

Yes, my brother’s ex wife did so. I don’t know the exact details. I just remember being surprised that she was able to do it.
She collected before she divorced my brother. I suppose it is determined on an individual basis.
