My mom was placed in a nursing home in 2019 in May. She has passed as of today. I am not the power of attorney. How do I access the funds in her personal account that have accumulated? Are they obligated to give it to me? I am her payee and her Guardian.

Call the NH office. Ask what will be needed to get to the money. For me it was her death certificate and a short certificate from Probate saying I was authorized to handle Moms accounts. The certificate will cost you I think $100 in my state anyway. If this is all the money Mom had, then there is no actual Probate involved but may need that certificate.
Do not let the NH tell you Mom's estate is not entitled to it or it goes back to Medicaid, not true. Here's the site concerning PNAs.
