Hallucinations are actually visual images that a person sees that aren't actually there. So if the kids are actually there and she's talking to them then it's not hallucinations. I'm not sure if it could be called delusions either, maybe just confusion or possible episodes of dementia. It could simply be that she wants to go home and have something to eat. She may be reliving a memory. I would talk to her doctor and I would also talk to her , go along with what she's saying don't argue or disagree. It may help you and her doctor to determine what's going on.
My Grandparents talked about 'going home'. Other older/very unwell people have talked to me about going home too. Some have even specified 'the big home' or 'the big upstairs'. Home can mean heaven.
Has your mom been evaluated for VaD? Strokes are a major cause of the disease. "Give it time" is a very inappropriate response by her neuro. I would seek another dr for evaluation. Hallucinations and/or delusions are not a consequence of old age.
