I’m considering bringing mom home from nursing home. Covid pandemic has made visitation nonexistent. Does anyone have advice on MLTC plans?

My mom resides in a nursing home in Commack Long Island, New York. I’m told I need to call CFEEC ( Conflict Free Evaluation and Enrollment Center) a state contractor. A nurse will evaluate her to determine if she meets the eligibility criteria for enrollment into a Managed Long Term Care. Once she is found eligible for MLTC enrollment the next step is for her to be evaluated by a MLTC plan. Does anyone have any dealings with these plans? If so can you offer any advice. Which plans are better and which ones to stay away from?
Mom would mostly be in need of home health aides. She will reside with my sister who works full time and I will oversee her insulin needs as I am a nurse and live nearby.
