My MIL is in MN and has $2100 ss and nothing else and she qualifies. Why not just apply and find out? If she has nothing else, then the application is easy to complete. You'll need her SSN, her current address, birth date, a current copy of her bank statement and list of any assets (car, house, property, cash, etc.). It asks for any medical or pharma bills she has outstanding. It takes about 3 months for an app to go through approval.
One has to have a medical need, like LTC or MC. Some states will pay for some or all AL.
