You need to get him to his neurologist or whoever handles his illness. Dementia does strike those who already have a mental illness. As Willie says, we can only point u in the right direction, ur Dad now needs a professional.

You should always start with a medical exam because memory loss/confusion can be a temporary symptom like from at UTI or over/under medication or it can be from something going on neurologically (like a tumor) and these are things that can be identified and treated. Dementia is a little trickier to identify and the other issues need to be discounted first.

You would probably need to ask his Dr about that, as there are tests they can perform to check his mental capacity, along with an MRI or Cat Scan. Start keeping a journal, so next time he goes to his Dr, you can provide the facts of what exactly is going on with him.
