There are VERY GOOD HAND RAILS that can be placed at bed side. The most stable of them have a balance platform that can be slid under the bed, and are nearly impossible to tip over.
If this person is able to be cognizant of her fall risk she may find this set up to be enough help.
If she needs more help, perhaps because of diabetic neuropathy(?) it may be time to consider Assisted Living as a higher level of care.
If she's getting out to use the bathroom, use a commode chair and put it right near her bed. You can get her a hospital-style hydraulic bed that can raise and lower and has side rails. Some facilities put the mattress directly on the floor because they legally cannot "restrain" people (even when they are a hazard to themselves). There are many used beds on craigslist.org or nextdoor.com or maybe contact a charitable organization that handles furniture.
