My mother’s doctor would not approve any surgery when mom was in her nineties.
My oldest daughter has Crohn’s disease, diabetes and other health issues. She is in her 30’s and has had surgery for blood clots in her leg. A mesh netting is inserted to keep clots from traveling.
Surgery is most likely too much for your mom, especially if she is frail. I am amazed that there are doctors willing to do surgery on their patients in their nineties.
I would do as Barb has suggested and contact hospice. Hospice is wonderful!

Is someone suggesting treatment for the clots that you don't think is wise?
Have you considered Hospice care?
