Can you please give us more information: - what state does your sister live in - how old is she - how long has she been with this partner - how advanced is her dementia? - is the partner her POA? - are you concerned for her well-being? - does any other family member have access to her or is it just you
If the partner is her POA & you are concerned for her well-being you can request a welfare check or contact APS for her county but just know that the partner will definitely treat you even more like an enemy if you do.
Call for a welfare check, local law enforcement does these.
If you want to take over her care, they are not married and if a POA does not exist, then you show up with the police and you remove her from the home. Being a blood relative trumps a shack up, especially if they are isolating someone from a loving family.
Elder abuse is real and often it is perpetrated by other elders that are caregivers.
Intervene if you truly believe that she is in danger and not being cared for, otherwise think about what you are going to do and how it will impact her if she is safe and being cared for.
