Anyone in Maryland have experience with the Community Personal Assistance Services program?

I'm doing some LT planning for myself, have some reading up to do, but real-life experience never hurts. I'm sure it can't be applied for until needed; putting in a living will or contingency doc is probably the best that can be done. Right?

But for friends of mine, it's more urgent. The wife is disabled; the husband's arranged his work schedule for her dialysis days and appointments, would love nothing better than to quit his part-time job and take care of her full-time.

I left a message with the County office covering the program week before last. While waiting, any practical experience would be appreciated.
