Continuing on from ArtistDaughter.... -is the room warm enough (are you sweating like you are in a sauna?) -are there good sturdy grab bars in needed locations -is the floor of the bathroom/shower slippery -does she have a good shower chair and a handheld shower (my mom hated having water running on her face) do you have a routine time and day so there's no excuse for quibbling?
It depends on the reason she doesn't want to. If she needs assistance she may be embarrassed to be nude in front of you. In that case she could keep a towel around her for most of the process. If she is afraid of falling be sure she knows you'll be right there to help and be sure there are gripping bars installed for her in the bathroom. My mom became difficult to get into the tub for a little while, even though she loved having baths. So I'd run the water for her, then tell her it was ready and I'd just be completely matter of fact about it, that it was time. She was unwilling to waste the nice hot water. The other thing is it could be depression that sets in to make people not care about their personal hygiene. In that case, more socializing would help and/or medication for mood.
