Does your brother live with your mom or just near her? If no one is living with her, who is taking care of her now, as according to your profile she has a lot of health issues, including dementia? Are either you or your brother moms POA? If not, there really isn't much you can do at this point, unless you want to spend thousands of dollars to get guardianship over your mom. Without being POA, or having legal guardianship over mom, there really isn't much you can do to get her to relocate to where you are. You may just have to wait for the next catastrophe to happen before you will be able to take some action. Or you can make a temporary move to stay with her, if you're really wanting to care for her, as where there is a will there is a way. Best wishes.
