What is the cost per hour for home care and does Medicare cover anything?

It really depends on your area. If you hire privately, an aide can cost $15 or more. Thru an agency, even more. If FIL can meet the criteria, you may be able to get some help thru Medicaid.
Call your local Office of Aging, they maybe able to help.
