If a person is taking care of their elderly father and over sees his money is it okay to allow other family members to drive his cars while he pays for everything for said car?
Jopam, insurance is an issue for another reason: are those who would drive named insureds on the policy? If not, based on advice from my agent from past discussions, coverage would not be extended to them in the event of an accident. That's a big gamble to take.
No. No one should be driving his cars because of insurance. If he can no longer drive, IMO, the cars should be sold and the insurance dropped. If the Caregiver drives to run errands thats OK but I think its unwise to let others, unless under his insurance, should not be driving. And those driving should at at least be paying the gas and insurance. But...thats in a perfect world.
What is the car being used for? Dad's benefit? Food, doc appts, household errands?
If not for dad's benefit then whoever is using the car should pay all associated expenses including insurance. Or maybe dad's car should be sold to that person for fair market value.

It is unfair to put the burden of transportation on the caregiver.
It is very wise to pick your battles with the person(s) doing the hands on caregiving. It is tough and usually a very thankless position to be in.
This would be worth checking, especially since they have permission to drive it.
