If your mom is cognizant, she can revoke the POA and appoint someone else. Your brother doesn't have a say if your mom no longer wants him as POA. She would send him a letter telling him that she has revoked the POA and he has 10 or 15 days to turn over any money, documents, anything that he has that is hers. She doesn't have to tell him who she has chosen for her new POA and she doesn't have to give a reason. Just make sure that everybody and anybody that has a copy of his POA is notified that it has been revoked.
