My Husband would put anything in his mouth as well. And he was a chewer.
I would buy him baby toys that were safe to chew. Teething rings. He also chewed fabric so I would give him a wash cloth to hold, also helped as his fists began to contract. And he would chew on that. As well as his shirts, cloth napkins. He ruined a deck of cards and some building blocks (wood) I switched to Legos, the big ones so he could not choke if he got it in his mouth

Does he think it’s food, or is it sensory?

They are negligible, no question, but I would definitely get to the root of this behavior.

If he likes to eat things that are not food (dirt, tin foil, etc) that is a condition called PICA.

If that’s not it, then perhaps he is more sensory since he has lost his taste and smell senses. Try looking on Amazon for sensory objects for toddlers (they make them for adults, too). He might just be exploring how things feel against his tongue.
