Is she on Medicaid? If she signed over her SS the NH then has to apply to SS to be her payee. Don't think that takes long. Also, if on Medicaid in some States she is only allowed 2k in assets in her bank account. Her SS and any pension go to offset the cost of her care.
Does her bank statement show that she is still receiving her SS? If so, you need to contact the NH and find out if there is a balance on her acct. If so, ask if they became payees on her acct. If not and she is on Medicaid, then that balance needs to be paid. And until they become payee, you will need to pay them the SS amt, less what the state allows for Personal Needs (my state its $50). If on Medicaid, your sisters bank account can not be over the asset cap allowed. In my state its 2k and the Personal Needs deduction counts in that total.
Once the NH becomes payee, they will set up a Personal needs account for your sister. The money is ur sister's and can be used only on her. Get her hair done. Clothes. Snacks out of the vending machine.
The 2k allowed can also be spent on her. Its just thats all she is allowed in assets once she starts receiving Medicaid. Once Mom paid privately for her NH, she had $186.00 in her acct.
