Mom gets Social Security, right? You could ask Social Services if she could get SSI which is Supplimental Security Income. With that comes Medicaid for health. She may be able to get her utilities cheaper. The other option would be place her in a NH and let Medicaid pay for her care. Her SS would also go towards her care.
