How do you know she can't qualify? Have you consulted a Medicaid Planner to know for sure? It's very important that you don't assume she won't qualify. She may not qualify now but could later. This is the puzzle piece you need to know.
Unless she is really financially well off she will have to go on Medicaid eventually. She will need to spend her own money first on the nursing home in order to qualify for a nursing home. Medicaid is for the poor but the cost of a nursing home can make anyone poor!
Medicaid has caps. In my State the cap is approx. $2300. If your SS income is over that cap, you don't qualify. Some States have Miller Trusts that the extra can be deposited to.

As said Medicare does not pay for longterm care. It only pays for up to 100 days in a Rehab facility. 1-20 days 100%, 21 to 100 days 50%.

Medicare does not pay for nursing home? It may be impossible to find care if she has no money and doesn’t qualify for Medicaid.
