How do I start the process to see if my mother qualifies for assistance from the VA? Her AL facility said there's an Ailing Spouse benefit.

My father is alive and living in the family home. He served in the Navy during the Korean War. My mother needs assistance with daily activities and is currently living in an Assisted Living facility. The salesperson there said she would qualify for an Ailing Spouse benefit. How do I start the process to see if she qualifies for an assistance from the VA? I know there are companies that you can pay to do this and any suggestions of good organizations that with reasonable fees would be appreciated.
