Looking for a pro bono lawyer to handle conservatorship for my mom in Chula Vista?

Unlikely. It is almost impossible to get a free Lawyer for this or any other complicated work. I can't imagine where you will find one.
Do know that if this elder is incompetent and is in hospital or nursing home there are often Social Workers who can get you an "emergency temporary guardianship" through calling a judge up in many places.
You give few details so I don't know where you are or what situation. An elder's money can compensate for your cost if you WIN conservatorship, but if they fight it they will likely win as the courts hesitate to take anyone's rights from him. Then you would end paying the costs for both in some courts.
Be certain you WANT this, because in many cases it is best to let the State take conservatorship.
It won't be cheap. Can run about 10,000 if it goes through full court proceedings with a lawyer provided to the elder in the case of a fight.
Wishing you good luck. Check with any senior center (For instance Mizell in Palm Springs had classes with lawyers, and some do pro bono work or explain how to do things) in your area. Check with you elder's bank. Some know someone who knows someone in your area. Just ask EVERYWHERE including the NextDoor app if you have one in your area. Good luck. Contact state and local bar associations, senior centers, and your state's elder law agency (if it has one).  There's also the possibility that some law schools may offer pro bono support.

I rather doubt someone would take a conservatorship case for free, as it could be very involved depending on the issues and numbers of people involved.  However, some aggressive and greedy elder law firms might take the case just to get "their foot in the door", and leverage the firm's profile through the publicity of a pro bono case.

Call your local Office on Aging and ask if they have a list of lawyers or legal info they can provide.
