What do you mean by high. Like Alva asked, does the person usually at a normal level? Are they in pain? Your profile say the person suffers from anxiety. Is he having an episode now. Can you help him calm down.

If you cannot do urgent care or urgent care call nurse for advice, then go to the ER or call ambulance. This is EMERGENCY if you normally have a stable BP and it is now high. Call 911 if you have no easy access to care. Don't attempt to drive yourself to urgent care or ER; ask a friend to take you or take the ambulance.
