It depends on your mother's income and assets. Does she qualify for medicaid? If yes, then she probably qualifies caregiver funding. Call your county social services and ask for her to be assessed for the Elderly Waiver.

Compensation is unlikely unless you are paid from mom's funds under a caregiving agreement. Medicare pays for very limited in home visits by RN's. Have your mother's primary care physician do a referral, but only a limited amount of visits will be paid for by Medicare. The rest you'd have to pay for by hiring private care.
