What is he hospitalized for and why isn't insurance covering it any more if it is medically necessary according to his doctors?
If you are his legal MPoA or legal guardian then you have the power to discharge him even against medical advice. But if he's medically not ready to leave...how will you care for him at home? Have you called his insurance company to discuss? If so, what reason do they give to stop coverage?
Inpatient treatment is strictly regulates by insurance companies. They only pay for acute inpatient treatment and stabilization. They monitor the patient on a daily basis to make sure the hospital does not exceeds the time stipulated to achieve acute-treatment goals. If there are justifiable reasons for keeping the patient longer, the hospital can appeal the decision. Once the insurance stops paying, the patient becomes the payer and is liable for all hospital charges after the last day payed by the insurance.
