She also has SS which will be used for her care. Memory care is usually private pay. Some States require you pay privately for 2 yrs, at least, and then can apply for Medicaid if facility has not hit their maximum in Medicaid beds available.
If ur Moms Dementia has really progressed I would say find a nice Long-term care facility that takes Medicaid. If she has any assets, spend them down by paying for the LTC facility privately and transition into Medicaid.
Call your area agency on aging (there is one covering every county in each state) and ask them for a list of facilities in your area. Also ask them what services they provide for the elderly and their caregivers.
While Medicare doesn’t cover custodial care, they do provide for home health and hospice services when needed. Ask your moms primary to refer her to one of the Home Health companies. They will evaluate her for services. While this isn’t custodial care, it can help with a visiting nurse and baths.
If your mom doesn’t have the funds to pay for care, she may qualify for Medicaid.
If she is a war time vet or was married to one, she may qualify for Veterans benefits.

Some find the small care home to be a solution. These are generally in the neighborhood and are private pay with 4-6 residents.
Usually MC is a private placement in a Facility that has also ALF. Can be quite expensive. SOME accept medicaid for patients who have been there with them longterm. The contracts in the facility will stipulate, and you can call and explore this question. Usually for someone without assets, on medicaid you are looking at traditional nursing home care.
