Medicare will not cover something like this. Medicaid "in home" is to help people keep out of nursing homes. I would think Mom would need some help health wise to get help. Like help with ADLs. Then the bed making and kitchen cleanup may be part of the service. But I don't think she would get an aide just for cleaning up a house.
Do you mean Medicare or Medicaid. If the person is already on Medicaid at home then there is assistance for a few hours per week to those who qualify. If you are referring that she has Medicare insurance than home care is non medical. You can reach out to your local social services to see if there is a voucher program. Where I live, my county offers a voucher that will cover about 10 hours of hired professional services per year.
