Is her nursing home stay just for Rehab for the stroke? If so you just tell the SW if Mom is now 24/7 that she will need to transition to a NH after discharge because as a disabled Vet you cannot care for her. She needs to be able to care for herself. To discharge her to home would be an "unsafe discharge".
If she's already in a nursing home, you're not her caregiver. The paid staff of the nursing home are.
If you are her POA you're legally responsible to administer her money appropriately, see that her bills get paid, and make sure she's getting adequate care. If you don't want to do this, you don't have to. Nursing homes are always willing to take over a POA or conservatorship because they get more money because it's an extra service they're doing.

No you cannot be forced to care for her.
I am always amazed at the hubris of some elderly folks who have no problem bossing their 'kids' around with crazy demands and their needs.
No, you cannot be forced to take care of your mom. Nobody has that right unless you give it to them.
