My father smokes a pipe on the patio daily. Would an assisted living facility allow him to smoke?

I have never heard of one that did not, tho it will of course be out of doors. My brother's ALF consisted of "cottages" that housed about 14 people around a front door and back door large rooms that had one the one end a sort of TV room and on the other the dining facilities. Ourside the dining area was a patio with an area some distance where smokers were allowed to smoke. They could not smoke inside at all, or within a certain number of feet of the exits, nor in front of the building, at the outdoor gazebo, and etc.

Check with individual facilites.

The ALF that MIL was in had either apartments with 'balconies' where someone could smoke, as long as it was not bothering other residents. They also had a designated smoking area pretty far from the facility. No smoking was allowed within the facility itself.

This is different from place to place. Be sure to ask before you put down that deposit.

It's not just a health issue--every single ALF has people on oxygen and you cannot mix smoking with the use of oxygen.

I don't smoke and honestly don't know anyone who does--but could he switch to vaping? (I admit I know next to nothing about that). Or is it the 'routine' that he enjoys?

Depends on the place. Many will keep his supplies safe until he can use it in their designated smoking area.

Ask ALF directly. Only the individual facility can best answer your question. Some have strict no smoking policy through out the indoor and outdoor space. Some provide some outdoor accommodation space for smokers .

Some do, that's why my in laws were in one further away from us, none of the close ones allowed it. The one they were in allowed it outside, my father-in-law did get caught once smoking in the bathroom, lol.

Ask around at each AL as they all have different rules pertaining to smoking.

My brother's ALF had a cottage arrangement. Each cottage had about 14 residents, with rooms arranged around the periphery, offices in the middle of the core and common room on one end for games, TV and dining hall on the other end. There were front patios and there were back patios looking out on the grounds.

Smokers were welcome in the left side of the back patio, away from doors.
I think that all ALF are different. I would ask that question of each individually.

Assisted living facilities and skilled nursing facilities usually provide smoking in designated outdoor areas.

Check with the facility if they have a designated smoking area.

depends on where you live, state and county regulations, and particular facility regulations. Ask the assisted living places what the options are.
