How do I obtain a PA ID (mom’s expired) when I only have a copy of birth certif and no marriage certif to apply for a new one?

Facing Medicaid application and move to nursing home from assisted living memory care. Mom no longer speaks, shuffles and it’s difficult to gain eye contact. Getting in and out of car is nearly impossible.

Did you look on PennDot’s website? PennDot issues ID cards, as well as driver’s licenses .
You can use a passport , social security card

If she had a PA driver’s license it says you can fill out a form and they will send the ID card ( I’m assuming they use the old photo ).

I had to get my Moms marriage certificate from the State vital statistics. The County did not have it on file.

Official copy of birth certificate is available from county records where you were born. So are marriage and divorce papers where they occurred.
That should be sufficient. But the rules of your own state are all yours to explore. They will be happy to answer you.

If that is not then you are going to have to as the DMV or whomever in PA issues your official ID card for rules on how to do affidavits and so on.
Are you certain you have no old ID stuff that would work from any source. Passports? Even old ones. Old driver license. Social Security papers, and etc.

Your local DMV or whomever issues PA ID can answer this one for you.
Look up online also.
