When is it time for palliative care?

My boyfriend is 88 years old and has dementia. He's stopped eating and doesn't talk. He still recognizes me, but he is just existing. There is no quality of life.

To my mind it is NOW time for it.
Do you know his wishes for his end of life when he was well?
Are you currently his POA?
You describe him as a "boyfriend" and without a clear advanced directive he did when able in the past, and without current POA with diagnosis and prognosis, you may have no power in this decision.
