You need to see an elder care attorney to help get her qualified for Medicaid by cashing out her life insurance, gathering all her assets and prepare/structure/spend down so she qualifies under Texas’ LTC Medicaid guidelines. You can spend down her assets by paying upfront her fees for the nursing home . Also, you can visit your local agency on aging for guidance. A good social worker can help you as well. If you don’t have much luck after going through those efforts, what some people do is get her into the hospital and basically refuse to take her home. You tell the case worker and SW at the hospital that mom is unsafe at home and you don’t have the ability to keep her safe anymore.
