I really don't understand what you are trying to say. Your brother was not happy with the agencyhe is using and wanted to terminate. Did he actually terminate this agency? Now he has changed his mind so u have no idea what to do.

If ur brother is in the last stage of COPD maybe u should get Hospice involved.

This is a CG co for your brother? If so, this is his choice, and you just have to roll with it.

Assuming he is capable of making decisions for himself. If this is a company you need to work with, it would be appropriate for him to ask you to be involved with them.

Honestly, I'm with Alva. I have no idea what you can do.
