So in doing a very shallow internet search I find that there are indeed home improvement grant programs for very-low-income homeowners (I checked in FL where my Aunt lives).
LA may have such programs (and the one in FL does wind damage mitigation for hurricanes and it does include windows).
My front window is original to 1951. And plus, I’ve been in a walker for 2.5 months and need an assist to even step out of the tub these days. It still is on me and no one else to pay to remodel my bathroom or redo the front windows, or a roof, or landscaping, or whatever.
If you cannot get new windows or remodel your bathroom with your own money, perhaps it is time to realize the profit you’ve made in this house after decades and sell it.
I agree, there may be an income based or a government program that helps. An acquaintance I know had repairs done to her home completely free through a government (state, county, or federal) program. Unfortunately, I can't recall the name of the program on the East Coast. She qualified because she met the low income requirements.
