On 1.22 the OP stated she was choosing to do nothing about her parents situation by calling the VA or APS, and would "respect their wishes"!
Why come here for suggestions and advice and decide to do nothing??? Good luck and Godspeed to the parents.

I would contact an elder care attorney ASAP. Many offer free consultation. It sounds that guardianship maybe necessary. It won't happen over night, but you can not keep letting your mom abuse your dad, and she needs to have the car taken away from her. Sometimes, police involvement can get the car towed away. Removing the car from her would be a safety precaution as she has no license to drive and could injure others, and for that matter being hearing deficient, she may not hear sirens and cause accidents and death.
These are tough love decisions, but, they need to be addressed.
