My Moms AL had a RN on first shift and on call for the other two shifts. An Adminstrator? Not sure if they would even be needed to be there on a constant basis. Depending on how far each facility is from the other, Adminstrators maybe shared. Call your State Ombudsman.

Is there a LPN on duty? If so, thats considered medical personnel. She may have an RN on call if needed. Aides are not medically trained.

Normally Assisted Living Facilities do not have an RN on duty. There may be one on call. In California there can be Med Techs passing medications for seniors requiring medications.

An Assisted Living Facility is a private business model and often privately owned. It provideds just that, assisted living, at various levels of care needs. There may or may not be an administrator on site. Often administrators manage several care facilities in an area. They will be available by appointment to meet with you. If you ask for admission packet ALL OF THIS should be enumerated for you in terms of care given and expected.

Check with your own care facility for your questions. You will get best and most complete answers there.

Liz, you have given no information about yourself or your need to know the answer to your question. Head Administrator?? Perhaps a lawyer can check these rules for you. Or you can search the net for the legalities. This is a personal support site.
