This is what I can find online:

"Live in Florida for at least 183 days per year.
Obtain a Florida driver’s license or ID card.
Register to vote in Florida.
File a Declaration of Domicile.
Claim the homestead exemption."

I would guess that the declaration of domicile would be easiest with an attorney, but most other of these but most others would seem difficult for someone with a stroke.
Are you POA?
I would first establish that, and while you are getting the attorney to do the POA (assuming your mom has competency to confer this upon you now) then you will ask the attorney how to establish residency for her as the POA.
Begin by changing her mailing address to your home and collecting mail. I am assuming her SS check now comes to a Florida bank? Another way to prove you are in Florida. All these things count.
