I asked them to contact me if anything happens to my dad. They took my contact details although I could see they were reluctant about this. I was told it probably would be better if I rang the nursing home to check.

Yes, do just ring the nursing home.
If they are reluctant you already know they well may fail to update you.
Just ask nicely every few days if there's any changes you should be aware of.

Your best bet at this point is to just call the nursing home if and when you want to check on your dad, as you already know that your estranged sibling isn't going to keep you updated.
And if you're that concerned about your dad, depending on where you live, perhaps a road trip is in place so you can see for yourself how he is doing.

Do you have an actual question?

If you are not the PoA they won't call you for emergencies. They will contact the PoA and if they can't get hold of that person, then maybe they'd call you.
