She is a double amputee, diabetic and is unable to accomplish minor tasks for herself. is this typical with Medicaid and Medicare coverage?

Medicare pays the first 20 days 100%, 21 to 100 days 50%. If your Mom has Medicaid for heath, they should be paying the balance. Medicare sends out statements showing what was billed, what they consider a reasonable charge and then what they paid. Any balance should be paid by Medicaid. You will not get a statement from Medicaid. Are you sure what you think is an invoice is not a statement. You should not be getting bills. Does the Rehab the Medicare and Medicaid information?

I would talk to someone in the billing department if you actually receiving a bill.

Is she still in rehab or just still at the rehab facility? This is important because being in rehab would involve insurance and still being there and NOT in rehab means that insurance is no longer paying. Unless of course she has used all of her coverage for the current policy period, then it is self pay but, I can't imagine they would not tell you this.

Are you her point of contact (POA) or is someone else, if she has assigned anyone?

Medicaid as a supplemental insurance is vastly different than long term care (LTC) Medicaid.

Your mother is in rehab. Rehab is covered by Medicare for some amount of time.
When rehab is no longer covered then the client himself/herself, or the POA are notified that the services are no longer covered and what the cost is. There is also contact and negotiation with any secondary coverage by insurance.
You will have to contact the offices at the rehab and find out what exactly is going on here, as we would be the last ones to know. Call the Rehab offices today. And good luck.
Social Workers there can also help you if you are POA or next of kin.

Hello VickieGraves, We will need more information in order to direct you... plus you didn't ask an actual question. Since Medicaid rules vary by state, what state does your Mom live in? Is she on Medicaid as a senior (over 65)? Or as a disabled person (under 65)? How long has it been since she's been on it? What was she sick with that caused her to go into rehab? What's the timeline of her getting sick then going into rehab? More info would help us to help you and your Mom.
