If the service user really won't take a polite and appreciative no, then a firm no, then a "this is absolutely not all right" no for an answer, the carer should take the money, put it in an envelope, ask the service user to initial the envelope, and hand the money in to the carer's senior manager or the service user's next of kin.

You need to keep the money safe and accounted for, and you need to tell your managers what the service user is doing. This is a big POVA issue which you must report, because other carers may not be so scrupulous.
