If you are POA that helps.
If she has not assigned a POA then it is possible that you will have to seek Guardianship. It could be permanent or temporary depending on her doctors diagnosis and assessment.
If you are listed on mom's medical HIPAA forms it is possible that the doctors would accept that in an emergency but for long term decision making it would be best to consult with an Elder Care Attorney

Seek an elder attorney. Usually you can have a consult for a flat fee.

Give us a specific question if you will, and we will attempt to answer it.
Tell us, also, a bit about your mom, her age, her overall health, her TBI incident (where when why and how) and about what her neurologist tells you.
