It could be illegal to put a camera up in a hospital depending on where and why. Generally, it's illegal to record in places with a reasonable expectation of privacy (bathrooms, patient rooms) without consent.
Even in public areas, security and privacy laws might restrict recording without proper authorization.
Best to seek legal advice/ask. I'd have thought it was determined on privacy and why you want it.

So everything I found in a Google search was geared towards whether the hospital can place cameras - and while THAT was not inherently illegal - they had to have the express permission of the patient or their legal guardian or Medical POA and they are limited to only "need to know" usage - regarding medical conditions. For example, my DH has seizures and was in the Seizure tracking room in the hospital - which has a camera that follows you everywhere but the bathroom - for the sole purpose of capturing documented seizures. Only medical condition need to know. And we were aware of it and signed documents that stated we were aware of and agreed to be recorded.

From a perspective of the patient in the room or their loved ones putting their OWN camera in - really what I found says this "Patients and Visitors do not have a legal right to make video recordings in the hospital".

To me that means placing a camera and recording is illegal.

Since you put your question under Elder Abuse I would say that perhaps it best that you have family members stay with this person as long as possible day and night if you believe something bad is going on, as that should nip anything nefarious in the bud from going on.
But as far as putting a camera in their room, I agree with Alva that that would be a big no no from a legal standpoint.

Even if this is a private room I am quite certain that it is illegal. First of all you are breaching all hipaa privacy rights and rules. Things discussed with medical personnel is sacrosanct. You have no right to eavesdrop of private medical discussions between a doctor and his/her patient.
