This is something to research with them.
We aren't experts on blindness, legally blindness and impaired vision. I suspect the rules vary by the conditions.
I would go right to the horse's mouth here. We are just a bunch of caregivers. Our own experience may not mirror yours.

Once a person turns 65, if they were on disability prior it will automatically just switch to them receiving regular social security, as disability ends at age 65.
So your LO being 88 is way past the age limit for any disability payments as they now receive regular social security payments.
You never get both.

If SS is all the income she has and doesn't have any savings then she may be a candidate for an Elder Waiver program (Medicaid in-home care) or LTC in a facility on Medicaid + SS if she qualifies medically as well as financially. You should contact a social worker for her county to see what options are available to her for help, or contact her local Area Agency on Aging for other possible resources.
