We are just a bunch of caregivers from around the country, so no, we personally cannot help.
I would check Uber and Lyft and do ask about the special programs for seniors and those in need for both.
I would ask your local council on aging in your own area about transportation issues.
I think that you may also hire someone to assist you on such programs as Care.com, NextDoor.

Call her local Area Agency on Aging for resources, or her county's social services, or a caregiving agency to hire a companion aid who can drive her.

If she has any cognitive or memory issues, she should not go without a reliable person who will be responsible for her. If she's going to medical appointments, she should not go unaccompanied even if you "think" she is competent. I just got out of a dermatology appointment where the assistant rattled off info and instructions so fast I could not keep up, and I'm still pretty good at keeping up.

Most Counties have Senior bussing thru Office of Aging. Redcross used to have drivers. If Mom is on Medicaid for heath or in home services, they can help with rides.

If mom has cognitive decline, a seniors' ride service may not accept her unless someone accompanies her. Since she's 97, that question will be asked. You might want to look for someone in her neighborhood who would agree to give her rides and stay with her while she's out, if you pay them for their time and gas. If that doesn't work, Visiting Angels provides this sort of service.
