Have also heard some people here mention Section 8. I think they are both Federal programs so info should be easy to find.

My husband and I got into our place under Section 42 and we pay half of the full rental price. There was very little paperwork involved and it saved our behinds. The manager here told us about it when we came to look. Good luck

If you cannot get into subsidized apartments in your area try Sectuion 42, affordable housing. They are not subsidized but more like Rent Controlled.
You must be under a certain income level to qualify. Check with your local agency on aging for more housing information and resources.

I assume that this is for independent living, but you did not specify what level of care or area you are looking for. Do you have any family who may help you out? If not, perhaps a social worker will help out.

This question requires a lot more detail from you for me to answer. Most people would like your income. Either reduce your expenses so you can afford a nicer place, or keep checking with your agencies in your city about programs for your situation.
