If she lives with brother and brother is POA I cannot imagine him cutting off a sibling ready and willing to help with care, shopping, respite and etc. So there must be some very bad blood here. And when this happens it is seldom that one child is the angel while the other is out of Hades.

I would say that there may be little you can do. I might consider consulting APS to ask for a wellness check and to ask if you can visit, even if brother wishes you to do so with a mediator, or with his presence. I think I might first try throwing myself on his mercy with the carrot that I would LOVE TO help out. And that I would abide by his own rules in this case.

As you gave us ZERO details here I have had to kind of "make up" what may be happening. Often enough our OPs (original posters) hop back in to tell us how wrong we are. So I await hearing from you everything I am missing here.
