The Op did not mention PCP and medicare in first post, I did. The OP doesn't seem to know what these two things are. If so, young or not from the US

Primary Care Provider

meaning, it’s the doctor you see for wellness exams, non-emergency health issues and to make referrals to specialists.

Once someone is almost 65 they need to sign up for Medicare a month before their 65th birthday. Medicare is commonly accepted so you can pick from just about any clinic or office.

Generally that acronym stands for Patient Care Practioner.
You can look up online what things that medical person is licensed to do, but it includes testing, diagnostics, medications, referrals to higher level of care.

If you are newly ready to go on Medicare, it IS a bit of a process.
I would go to the Medicare site and read up on how to apply for Medicare.
Also know that they do have advisors who can help you.
Be very careful online not to sign up with costly "helpers" or those folk hoping to talk you into their own supplemental policies. Be sure that your online help site end with .gov, meaning that they are governmental help.
If you feel you are incapable of this, or it is too complicated, time to seek one on one help.
Some options for help:
1. Friends who have recently done this
2. Your MD office who will advise on a social worker to help you
3. Senior center who may provide help through volunteers trained in helping with this
4. Faith based community whose pastor may suggest someone to help you walk through the process.

I am wishing you good luck.
Be very careful of scams trying to sell you something you don't want.

Your last question concerned your 74 yr old brother is this question also concerning him.

PCP stands for Primary Care Physician. Your brothers GP, regular doctor. If you live in the US, your brother should be on Medicare already. If he collected Social Security before age 65 Medicare is automatic. If he was not collecting Social Security at 65 he needed to apply for Medicare. He should have a card maybe in his wallet. If you know who his doctor is, they will have a copy of his card on file. If they do, they will bill Medicare for the visit.

Does your brother not have children, a wife?
